Elizabeth Engel
Managing Director
Elizabeth Engel is a Managing Director at The Glover Park Group in the Health and Wellness practice.
Engel joined GPG after a two-year appointment at the Department of Health and Human Services as the Deputy Assistant Secretary for Legislation-Mandatory Health Programs. She brings to GPG extensive health policy experience spanning government, corporate, and non-profit organizations.
In her role at HHS, Engel served as the liaison between HHS and Members of Congress and their staff regarding Medicare, Medicaid and other critical issues related to health reform. She worked closely with key White House and HHS officials to advance policy priorities. Prior to joining the Administration, Engel was a member of the Obama-Biden Transition team, conducting outreach on behalf of the health care policy working group to outside organizations, including trade associations, businesses, unions and advocacy organizations.
Engel also brings substantial Hill experience, most recently serving as the Health Policy Advisor for the U.S. Senate Democratic Policy Committee in the 110th Congress. Responsible for health-related messaging and talking points for the Democratic Caucus, Engel worked closely with leadership and committee staff, as well as policy and advocacy organizations.
In addition to her public policy career, Engel is also an accomplished attorney. She practiced in New York with Proskauer Rose, LLP in the firm’s health care department, and was then the Director of Legal and Regulatory Affairs for iScribe, Inc., an electronic prescribing company in California. Engel also spent several years at Stanford University in the Office of the General Counsel as legal counsel to Stanford Medical Center, where she advised her clients in structuring hospital operations and transactions consistent with health care laws and regulations.
Engel received her bachelor’s degree with college honors from the University of California at Los Angeles (UCLA), and her law degree from the UCLA School of Law. She currently resides in Washington, DC with her husband and two children.
