The Bush Administration was in the process of reviewing U.S. policy
to landmines. All signs indicated that the administration intended
to reverse the modest commitments of the Clinton administration to
ban antipersonnel landmines and reject an internationally treaty curtailing
their use. The Campaign for a Landmine Free World launched a public
education campaign to spread the message that the U.S. can and should
ban antipersonnel landmines. Glover Park Group developed edgy and
persuasive print and television advertisements to convey that banning
landmines would allow the U.S. to show its commitment to international
allies, reassert its moral leadership on the landmine issue and remove
the political cover from rogue states that continue to use landmines
that injure U.S. troops.
